Golden Lane Housing’s Procurement team is responsible for setting all policies and procedures for procurement activity and contract management across the organisation to ensure we;
- Procures goods, services and works which meet the requirements of tenants and colleagues,
- Delivers Value for Money (VfM) by securing the most advantageous contract(s) for goods, services and works,
- Maximises Social Value (Social, Economic and Environmental benefits) delivered to Golden Lane Housing, it’s tenants, colleagues and communities,
- Makes procurement opportunities accessible to diverse suppliers,
- Makes procurement decisions in a transparent, fair and ethical way,
- Applies a level of administration and effort that is proportional to the value of the procurement, and
- Complies with all relevant regulations.
- The Procurement team leads on all medium to high value / risk tenders and provides guidance and support to stakeholders for lower value / risk procurements.
- Contract management sits within the business and managed by our colleagues who interact with the suppliers on a day-to-day basis, however this is supported by Contract Management procedures developed and maintained by the Procurement team.
- Golden Lane Housing’s main areas of external expenditure is incurred by developing new housing schemes and repairing and maintaining Golden Lane Housing’s existing housing stock, with the remainder of the expenditure relating to goods and services required to effectively operate the organisation e.g. IT and telecommunications, insurance, legal services and office equipment.

Tender Opportunities
All external tender opportunities advertised to the market are published through Golden Lane Housing’s e-sourcing electronic tendering platform, Delta E-Sourcing.
Suppliers have the opportunity to register to access any opportunities published by Golden Lane Housing and can also view opportunities from other organisations in the public sector who use the portal.
Please note, Golden Lane Housing applies a level of administration and effort that is proportional to the value of the procurement; and in line with relevant legislation not all procurement opportunities are advertised.
Golden Lane Housing may utilise alternative routes to market such as closed tenders, frameworks, dynamic markets etc. dependant on what route to market is determined most beneficial for the organisation and the goods, services and works being procured.

Where a contract has not been agreed and signed by an employee of Golden Lane Housing, the Purchase Order Terms & Conditions available under the Downloadable Documents are applicable in all instances with no exceptions.
